Critical resources not available

hi guys I just bought the professional editor and after i installed it theres a error coming up saying;

critical resources not available

critical resources could not be loaded. PCMTEC editor cannot be used. Please ensure your internet is connected and restart the editor.

i did the clearing cache trick but still have no luck 

I installed same way to my brothers laptop and it works fine

You might need to update your .NET version to .NET Framework 4.7.1

I already downloaded the .net 4.7.1 from the pcmtec downloads section

I opened a support ticket yesterday i just wanted to ask you guys before i reset my whole laptop thanks for the reply anyway

Delete the resources.dat file under appsettings. Support will give you full instructions on Monday.

I couldn’t wait longer I just reset the laptop now it works fine so it’s all good thanks
